Relationships with an agent

These tools operate on the MSP side of pending managed-service relationships.

Call order

1. list_msp_relationships takes mspId.
2. To ask an existing organisation, call create_msp_relationship_request with mspId and clientId.
3. To answer a client-initiated request, call respond_to_msp_relationship with mspId, clientId, relationshipId, and boolean acceptRelationship.
4. To withdraw an MSP-initiated pending request, call cancel_msp_relationship with mspId, clientId, and relationshipId.

Acceptance can detach the client from a previous MSP and notify that outgoing MSP. Accepted relationships move to mspClients; list tools return only pending requests.
