MSP billing with an agent

The Core MCP exposes MSP and managed-client configuration. It does not register tools for managed-client plan changes, renewal, top-up, Stripe sessions, or promotional codes.

Call order

1. get_msp_configuration takes mspId.
2. get_msp_client_configuration takes mspId and clientId.
3. update_msp_client_configuration takes those ids and any supported optional fields: billingType, billingTo, regionAccess, sharing, limits, budget, or rates.
4. update_msp_configuration takes mspId and optional billingType or rates, but those writes are system-admin-only.

Rates contain apiSeconds, storageGB, aiTokens, and plan. Values are clamped to 0.7 through 1 and cannot be below the MSP floor.
